add experiment 7.4 to the questionnaire

Description
Experiment 7.4 historicalExt is not in the questionnaire database but is in the list of files in the cmip5q/data/experiments directory so it needs to be entered into the questionnaire database by hand. However if I try and do that now I'm pretty sure I'll make a mistake so I'm going to leave this until tomorrow.
