1.1.bc.sls is used twice to describe two different requirements in 1.1_Decadal_10yr.xml

The questionnaire database has been amended to match the xml changes in r2933 . This fixes the issue of duplicate names in the decadal experiments which contain requirements from both historical and future time periods.
I am not closing the ticket because there may be other requirements that have the same name and I don't have time to check at the present time. However, I expect that we have caught them all by re-naming the decadal requirements.

I see the issue, the first 1.1bc.sls refers to historical short lived species and the second to rcp4.5 short lived species.
They can be distinguished by their id and description.
However, that is not so clear to the users so I’ll update the database and xml to ensure that no two requirements have the same name in the same experiment description.
