update database with mindmap change

Description

There was a typo in the LandIce_bdl.mm mindmap where "dowscaling" was written instead of "downscaling". I've fixed this and commited new xml to the trunk. Presumably these will be picked up on this or next deployment. So the database will need to be updated accordingly. The location is:

land Ice / Land Ice Sheet / MassBalance? / DownscalingTechnique?  (was DowscalingTechnique)

Actually the same typo exists in three places in total in the Land Ice mindmap. I've now fixed the other two and updated the questionnaire xml accordingly as of revision 2916 of the trunk.

Correction needs to be made in protoq_baseparam where there are 371 instances of this spelling error! Gerry can we write a script to correct it?

Hi. Yes, I can write a script that will check that table and replace 'dowscaling' with 'downscaling'.

The typos have now been corrected in the BaseParam? table.
