q2cim translator produces leaf properties without a value [affects validation]

If, in the questionnaire, a property contains a set of child properties and all of those properties are specified as being N/A then the Q2CIM tool outputs the parent property. We then get a leaf property with no value which the validation step rightly complains about. I need to make sure a parent property is not output in this case.

Here is Mark's example :

In Oceans/ocean up and low boundaries   for hadGEM2-ES   I have
responded N/A for the BottomBoundaryLayer.  The validation
+reports that "BottomBoundaryLayer must possess a non-empty value
element".  For our model we don't use a bottom boundary layer -
+so N/A is correct.
