Support unknown property values

Description

Once Gerry has added support for unknown property values then I will need to make sure the CIM is updated, update the translator and get Paul to update the validator.

  • Keywords subCMIP5 removed

The plan is to use "unknown" to create a more general questionnaire for Ensembles.  We do not intend to use this for CMIP5 so I'm removing the subCMIP5 keyword.

Just adding that I think there we need to discuss where this is all to be deployed/tested. I can set up a new SVN directory to hold this new qn code but to test things I'll need a test location (or will we do the testing in our respective sandboxes?)
