When is a document sets are ready to send to CMIP5?

Description

We need a set of guidelines to determine when a document set is ready to send to CMIP5.

Interim Checks
The feed info in the database table has a new attribute "is qualified"
We can tag feed references with a boolean true/false
A new questionnaire page will show feeds that are waiting for qualification.
The questionnaire team will view the page and mark whether things are quallified.
  Can users see this page too?
We need guidelines to help us decide when a document set is qualified?
We also need involve CMIP for considerations about the quality of the data.
