Upload of internal infomation from XML into the CMIP5 questionnaire

Description

After internal discussion at MPI we agreed that it is a useful ability to upload information from a XML file into the questionnaire.

This information comes from e.g. local setup files where a lot of experiment or simulation information is available (e.g. responsible party).

This could avoid mistakes caused by copy and paste fill-in of the questionnaire and could avoid doing several input by hand.

We agreed six months ago that we had no effort to build this in the questionnaire team. Do you want to do it? If not, I suggest this gets marked as wontfix.

I would do this if there is a chance to get the API to the questionnaire data base and to extent the code. I think there must be a way to upload (and validate?) a CIM document (at least modelComponent / simulationRun) to the q. data base.
