Place of the 'Save' and 'Return' buttons

The 'Save' and 'Return' buttons are located at the bottom of the page.
When the list of items is very long in the 'Inputs Requirements' (or 'Input Coupling ') page and you are editing any field at the beginning of the page , you have to scroll down a long way at the bottom of the page.

Would it be possible to have these buttons on a fixed left hand column?

f.e.: keep the navigating column and add these 2 buttons in the 'Input Requirements' box and indicating that the user is working in this part (change of the back ground color of the box ....)?
