Will License, Rights (or both) be collected by the questionnaire?

Description

We would like to collect the license (a controlled vocabulary) and or Rights (a freefrom string) about each of the top level components.

Given the components don't correspond to code, it'd not be meaningful to do that per component.

You raise a more fundamental point though , which is what the rights of the model metadata are going to be, vis-a-viz those for the data? I think we can and should collect a rights statement when we allow folk to start filling the questionnaire out. It needs some thought as to what we might want them to sign up to (and those who use it as well). Raise it at a telecon!
