Description

Although we should allow users to develop their own dataset hierarchies, we should have some METAFOR defined values for common dataset structures to avoid having multiple versions of the same hierachy (e.g. dataset -> variable; or dataset -> run - > stream -> variable, etc.)

Added DataHierarchyType <<codelist>> in data package (r934). This includes the terms "variable," "run," and "stream," but it is an "open codelist" so users can still add their own terms.
