validation status as progress mark for model descriptions

The validation on the NorESM1-M model states that it has 144 errors from 968 checks. 

Does the validator do the same number of checks each time or are the number of checks dependent on the number of components that users have begun to complete.  If the number of checks is dynamic then I reckon we can use the ratio of errors:checks as a crude measure of how complete a centre's model description is.   There is some pressure from TGICA and CMIP5 to get at least some handle on how complete the questionnaire instances are.

I'll route around to try and pull out other tickets on this.
